Two inmates stabbed in altercation at Richland County jail

Two inmates were stabbed with homemade weapons during a physical altercation at the Richland County Jail just before lunch Friday, raising immediate questions about security conditions inside the taxpayer-funded facility.

The jail, at 73 East 2nd Street in Mansfield, is operated by the Richland County Sheriff's Office under Sheriff J. Steve Sheldon, whose term runs until December 31, 2028. Deputies confirmed that the altercation involved homemade weapons commonly known as shanks. The presence of shanks inside the facility raises questions about how inmates obtained the materials to manufacture the weapons and concealed them from correctional staff.

The sheriff's office had not publicly disclosed the severity of the injuries, whether either inmate was hospitalized, how many people were involved beyond the two who were stabbed, or what immediate security steps—including any lockdown—followed the incident.

The violence follows other documented concerns about conditions at the jail. The 2024 Richland County Jail inspection report found that the facility did not comply with seven standards—one classified as Essential and six as Important. The report cited hot-water temperatures in showers that exceeded the approved range, blankets that were not cleaned or exchanged every 30 days, 14-day health appraisals that omitted inmate weights, and staff members with routine inmate contact who were not fully trained to jail standards.

In June 2024, families protested the deaths of loved ones who died in custody at the jail, which had recorded multiple in-custody deaths during the relevant period. Richland County also settled a wrongful-death claim for $220,000 after 29-year-old Maggie Copeland was found unresponsive in a cell in the jail's medical unit on May 11, 2022. She was pronounced dead at OhioHealth Mansfield ER.

As of Friday, Sheldon had not announced any immediate security review or policy changes in response to the stabbing, and Richland County commissioners had not said whether they would conduct an independent review of jail security protocols.

The Richland County Sheriff's Office continues to investigate the incident.
